The facts of this conflict will be examined through the ICRC Annual Reports. The 1975 Report speaks simply of "the end of ICRC activity in Cambodia," the revolutionary forces having taken control of the capital on April 17, 1975. While there was nothing to report in 1976, the report for 1977 indicated the ICRC's grave concern for the situation in Democratic Kampuchea. Early in 1978, fighting occurred on the frontier between Vietnam and Kampuchea. At that time the ICRC reminded the authorities of both countries of their obligation to respect "the international humanitarian norms.
